 The Proposal Development Specialist 4 position reports to the Director, Proposal Development Center within the Business Development Finance Organization. The primary role of this position is to lead, manage, and prepare proposals that may include Technical, Management, Past Performance, and Cost Volumes for government and commercial customers. The Proposal Development Specialist / Proposal Manager oversees all proposal development activities to ensure the on-time delivery of compliant, responsive proposals with clearly defined win strategies, competitor differentiating themes, and accurate competitive pricing. Candidates should have a demonstrated record of related experience in government or commercial proposal development  as well as project management.

 Responsibilities include:

  • Coordinates and leads proposal development for large competitive government and commercial responses
  • Partners with the Capture Lead and Program Manager to manage and direct all proposal development activities and proposal team personnel
  • Reviews requests for proposals (RFPs), develops proposal plans, outlines and schedules, and prepares questions for the potential customer
  • Identifies data needed for compliance with RFP and to support the overall Win Strategy
  • Trains and mentors authors to ensures authors follow the proposal process and adhere to schedule
  • Reviews completed section specifications, section thumb nails, draft text, and final text proposal sections to ensure requirements are adequately addressed and that customer page limits are maintained
  • Conducts regular proposal status meetings and maintains the proposal schedule
  • Develops Pink Team plan for interim review and internal evaluation of the proposal
  • Directs writing and editing efforts
  • Manages the Volume Leaders to ensure inter-volume compatibility is achieved
  • Develops Red Team plan for the final review and internal evaluation of the proposal
  • Ensures that appropriate Red Team comments are incorporated into the final proposal
  • Directs the Proposal Coordinator and Production team in all proposal development and production activities
  • Interfaces with the Pricing team to ensure the development of accurate and competitive pricing to include Basis of Estimate development and review
  • Leads post-proposal efforts such as EN/RFI response preparation and submission, FPR response preparation and submission, and lessons-learned meetings
  • Performs other duties associated with the Proposal Development Specialist / Proposal Manager position


  • Candidates must have 10+ years of experience & knowledge in the following subject areas:
    • Managing and leading major government or commercial proposals
    • Cost/Technical/Management Volume Development
    • Pricing and Estimating
    • APMP Practtioner Certification or equivalent knowledge of best practices in proposal development
  • Expertise in identifying and assembling what is needed for compliance.
  • Proficiency in technical writing and editing.
  • Ability to collect, organize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources.
  • Ability to communicate with technical personnel from multiple skill areas and functions to evaluate technical information and issues impacting design, production, and support of products, services, or other deliverables.
  • Knowledge of accounting disclosure statements, Truth in Negotiation Act (TINA), applicable FAR and agency supplements that influences the development and negotiation of the estimate and price.
  • Must work well in a fast paced team oriented environment
  • Proficiency in MS Excel
  • 10-14 years related experience with Bachelor's degree - preferred


  • 8-12 years related experience with Master's degree - preferred
